The European Court of Human Rights (ECHR) is not an EU body, unlike the Court of Justice of the European Union. It is under the aegis of the Council of Europe, which is constituted by 47 Member States (including the 28 Member States of the European Union), signatories to the Convention on Human Rights. Furthermore, the European Institutions cannot intervene enforce national/European legislation in a Member State or start legal proceedings.
Therefore, we strongly suggest you to seek legal advice and consider hiring a lawyer.
